State Vacancy Law Guides Township

The State Vacancy Law (N.J.S.A. 40A:16-11) requires the
Republican Municipal Committee to submit the names of three nominees to
Plumsted's Governing Body, the Township Committee, for the selection of a
successor to fill the vacancy created within 15 days of the passing of our
Deputy Mayor Ken Francis. With interviews of potential candidates by the
Republican Municipal Committee on Monday, October 8th, the Township
Committee issued a public notice for a special meeting to be held on Wednesday,
October 10th, at 6:30 p.m.. The Township Committee will consider
selecting one of the three nominees submitted to fill the vacancy of Ken
Francis' unexpired term that ends December 31st of this year.
Prior to his September 29th death, Deputy Mayor
Ken Francis was seeking re-election to the Township Committee in the upcoming
November 6th General Election. The Township has been informed, by the Ocean
County Board of Elections, that the ballots have been printed with Ken Francis'
name as a candidate for Township Committee and the ballots cannot be changed at
this time. Therefore, in the event Ken Francis' name is declared a winner for
one of the two open Township Committee seats, the State Vacancy Law procedure
would once again be followed. To simplify matters, it may be the intent of all
concerned in the vacancy process to nominate and select a replacement that
would be prepared to fill the unexpired 2007 term of Ken Francis and serve a
one year term in 2008, if the name of Ken Francis is an election winner.
Vacancies of this nature have previously occurred in our
State, whereby, the public would be informed of the circumstances prior to the
election and, in the case of Plumsted, know that a vote for Ken Francis would
be a vote for his replacement. Also to be considered in this vacancy process,
is the understanding that Ken Francis had informed his family of the name of an
individual that he requested to carry on and fulfill his duties in the event of
his death.
Regarding the upcoming November 6th Election, the Township
Committee passed a Resolution at its October 3rd meeting to officially endorse
and support the passage of a State-wide Bond Question on the ballot entitled,
"Green Acres, Farmland and Historic Preservation Bond Act of 2007." To date,
Plumsted Township has preserved more than 3,000 acres of farm and woodland from
development with approximately another 1,000 acres pending to be permanently
preserved. The Township Committee has obtained millions of dollars in grants
from the State for our Land Preservation Programs and passage of this State
Bond Act would greatly benefit our efforts to continue retaining our rural
character.
The Township Committee obtained a Tourism Grant from Ocean
County to pay for a Plumsted Tourism Brochure that will include a FREE Business
Directory for all businesses in the Township. To be included in this free

The next regularly scheduled public meetings with the new
administration of Township Committee members Mike McCue, Eric Sorchik, Ada
Roberts, and Mayor Ron Dancer is November 7that 8:00 P.M

As a result of the new Township Committee meeting
schedule, the dates for the monthly one-on-one personal meeting sessions with
Mayor Ron Dancer at the Library every month have also been revised. In 2007,
meet personally with the Mayor at the Library on the second (2nd) Wednesday
of each month (October 10th and November 14th) from 7 to
9 p.m. to discuss Local concerns or State issues. Residents may call the
Library (758-7888) in advance to schedule a specific time.
