Meet Deputy Mayor Leutwyler and Assemblyman Dancer

Deputy Mayor Dave Leutwyler and Assemblyman Dancer will be at the Plumsted Township Library (119 Evergreen Road) on Wednesday, February 8, 2012 from 7 to 9 PM to meet with residents to answer questions; receive suggestions; or assist with any local or State matters of concern.   

Residents may call the Library (758-7888) in advance to reserve a specific time to meet with Deputy Mayor Leutwyler and Assemblyman Dancer between 7 and 9 PM.

NOTICE IS HEREBY GIVEN that sealed bids will be received by the Municipal Clerk for the Township of Plumsted, County of Ocean, State of New Jersey on Tuesday, February 28, 2012, at 10:00 AM prevailing time in the Conference Room of the Plumsted Township Municipal Complex, 121 Evergreen Road, New Egypt, NJ, at which time and place bids will be opened and read in public for:                                                                Public Grounds Maintenance

Specifications and other bid information may be obtained from the Municipal Clerk at the Plumsted Township Municipal Complex, 121 Evergreen Road, New Egypt, NJ, during regular business hours Monday through Friday, 9:00 AM to 5:00 PM and Wednesday, 5:00 to 7:00 PM. There is no cost for the set of specifications.  There will be a pre-bid conference on Tuesday, February 14, 2012, 8:30AM, at the Municipal Complex.

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq.  and N.J.A.C. 17:27-1 et seq.

News From Township's December Public Meeting

During the December 7th public meeting of the Township Committee, the following two ordinances were introduced.

The first ordinance will regulate and provide for the licensure of "Cash for Gold" Dealers of precious metals, gems and jewelry. Among the provisions of the ordinance are requirements for background checks by the Police Department; records of sales and purchases that are subject to inspection by Law Enforcement Officers; and certified weight scales inspected by the Division of Weights and Measures.

The second ordinance introduced would prohibit the approval in Plumsted Township of any application made to the Planning Land Use Board that is found or determined to be in violation of United States Federal Law.

Plumsted Township's proposed ordinance is similar to the ordinance introduced in neighboring Upper Freehold Township in response to an application to establish a Marijuana Farming facility for medical purposes in Upper Freehold Township.

The pubic hearing on these two ordinances will be held on Wednesday, December 28th, at 7:30 PM, in the Municipal Building, 121 Evergreen Road, New Egypt.


Herb Marinari Appointed to Township Committee

Herb Marinari was officially appointed to the Township Committee, at the December 7th public meeting, to fill the unexpired term of former Township Committeeman Steve Reed. Mr. Marinari, at the time of his appointment, stepped down from the Board of Education where he had served for 22 years, of which 15 years was as Chairman.

For his most recent term on the Board of Education, Mr. Marinari had won after more than 800 local residents wrote his name in on their ballots as a personal choice, a record for any write-in candidate in Plumsted Township. In accordance with the vacancy laws, Mr. Marinari has indicated that he will seek election in the next November General Election in 2012 to continue his service on the Township Committee.

The Mayor and Township Committee have appointed Herb Marinari to serve as a liaison for the Township to the Board of Education, in addition to numerous other committee assignments.


Local Residents ReceivE Appointments

The Mayor and Township Committee, following the appointment of Herb Marinari as a member of the Committee, announced at their December 7th public meeting that all six residents who had responded to the public notice of a vacancy on the Township Committee with an interest to serve the community, would be offered appointments to the Township's various Boards, Committees, Commissions and Authorities.

Two of the six local residents were appointed to the Township's Land Use Board at the public meeting of December 7th, following the appointment of Herb Marinari. Appointed to the Land Use Board are local residents Vince Lotito and Joan Cuba-Richardson.

The Township Committee looks forward to offering appointments to the remaining four residents who have expressed a desire to serve their community.

Unlike the vast majority of Townships across the State, here in Plumsted, everyone serves their Community as unpaid volunteers without benefits, including the Mayor, Township Committee and all other appointed or elected officials.


Mobile County Connection Services In Plumsted

Ocean County and Plumsted Township have partnered to provide local residents with monthly County services via the County Connection Mobile Offices Bus. Many services are offered, such as, passports, senior services, veteran services, etc. and much more.

"Connecting People with Programs and Services" is a public outreach service by the Ocean County Board of Chosen Freeholders and the Plumsted Township Committee.


Township Awarded $57,000 Road Grant

The Mayor and Township Committee have obtained a $57,000 Grant from the State of New Jersey's Local Aid Infrastructure Funding Program for paving, drainage and road improvements to Helen Street and Locust Lane.

Lt. Governor Kim Guadagno made the announcement on August 22. Of the 566 Municipalities and 21 Counties in the State, only 95 Grants were awarded Statewide. The Township Committee will authorize the advertisement and receipt of public bids for the road improvements this Summer with construction to begin this Fall.

Just prior to the new paving for Main Street, New Egypt, a street beautification, traffic calming, pedestrian safety construction project will begin with funding from the State's "Downtown Business Improvement Zone" (D-BIZ) Program. New Egypt's Main Street Organization has been at the forefront of the planning and design improvements for the Downtown.

Ocean County Freeholder Director, Joe Vicari, has informed the Township Committee of the following road improvement projects for Plumsted:

 The resurfacing and new paving of both Main Street and North Main Street in New Egypt is now scheduled to begin, depending upon weather, October 14. Additionally, a new full-signalization traffic light will be installed on Main Street, at the intersection with Maple Avenue, to provide a break in traffic flow for both downtown shoppers and motorists.

Following the completion of major intersection safety improvements at Route 539 and 537 this Summer, the sections of rough road surface on Rt. 537, on each side of the bridge near the New Egypt Auction, will be re-paved this Fall.


ADDITIONAL SCHOOL AID TO PLUMSTED

Governor Chris Christie, in the process of signing a new State Budget beginning July 1st, increased State School Aid to rural and suburban school districts, including the Plumsted Township School District. Specifically, Plumsted's school state aid has now been increased by an additional $227,520, the equivalent of two points on the tax rate, which is in addition to the 1% state aid increase originally anticipated in the Governor's introduced budget in March. The State Commissioner of Education will notify school districts with instructions of how the additional State Aid can be utilized. Governor Christie's State Budget, as adopted and effective on July 1st, 2011 has increased education funding by $850 million over last year’s budget. In total, this means every dollar of cuts made last year, as a result of the loss of the one-time Federal Stimulus funds to N.J. in the amount of $820 million, have been restored and increased by an additional $30 million.
45th FARM PRESERVED IN PLUMSTED

The Krowicki Farm Market and Peach Farm, 862 Rt. 539 in New Egypt, has become the 45th Farm to be permanently preserved from future development in Plumsted Township. More than 3,000 acres of farmland, woodland and open space have been saved from development in Plumsted to preserve its' rural character with the financial assistance from land preservation programs at the State, County and most recently, the Federal Government Department of Defense in funding partnerships. A significant factor in controlling population growth to less than 2% per year, has been Plumsted's Land Preservation Programs. According to the Official United States Census Bureau statistics released on February 4th, 2011, the total population of Plumsted Township is now 8,421 people, compared to 7,275 people 10 years ago. Since the last official census count, 10 years ago in the year 2000 when the population was 7,275, Plumsted's average annual population growth has been less than 2% (1.6%). Over a period of 10 years, Plumsted's population increased by 1,146 people.
 NEW PAVING FOR MAIN STREET

Ocean County Freeholder Director, Joe Vicari, has informed Plumsted Township's Mayor and Committee that New Egypt's Main Street and North Main Street will be re-paved later this Summer. Presently, the County is improving and reconstructing the intersection at Rt. 539 and 537 with additional lanes and directional signals, in addition to replacing the wooden bridges on Rt. 537 near the Jensen's Retirement Community. The costs of intersection improvements and bridge replacements are in excess of $6 million. Also this Summer, the County will be re-paving the rough road surface on Rt. 537 near the New Egypt Fleamarket where a new bridge was constructed a few years ago.
Mobile Medical Service In Plumsted
Ocean Health Initiatives, Inc., a Federally Qualified Health Care Center in Ocean County, is now providing, in cooperation with Plumsted Township, a Mobile Medical Service Unit every Thursday (starting May 5th) at the Plumsted Township Municipal Building, 121 Evergreen Road, from 10:00 AM to 4:00 PM.
 
Regardless of ability to pay, new patients are welcome. Appointments may be scheduled by calling: 732-363-6655.

CHANGE IN PROPERTY TAX DUE DATES

Effective IMMEDIATELY the grace period for the payment of property taxes has been changed from 10 days to 5 days. This means ALL taxes not paid by the 5th day of the quarter (Feb, May, Aug, Nov) WILL begin to accrue interest on the 6th day of the quarter. This was authorized by the Plumsted Township Committee per Resolution 2011-25.

REDEVELOPMENT OPPORTUNITY

The Plumsted Township Committee and the Main Street New Egypt Board of Directors are announcing an investment opportunity within the Egypt Town Center under the economic Redevelopment Plan. The property, formerly known as Hartman’s Pharmacy, is located at 29 Main Street in New Egypt. The Township Committee and Main Street New Egypt Board are seeking interested, qualified investors to purchase and redevelop the building with the intent to continue the permitted mix uses of a first floor commercial business use and second and third floor residential use.
