Doug Traver, Engineer for North Hanover Township, updated the committee on his work. He commented Look at some of the streets for the bond ordinance. Five streets of Marion Hills and a portion of Provinceline Road will be looked at. Traver and Deputy Mayor Brian Johnson discussed shoulder and curb improvement, and sink holes in some areas. Traver also gave the Township Committee estimates on road improvements. Section 2 of Provinceline Road (near Chesterfield Road) was looked at in June 1998. A cost of approximately $60,000 was determined. Preliminary cost estimates to the Larrison Culvert pipe replacement is $50,000. Deputy Mayor Johnson would like to get proposals started as well as inspections so as to begin bidding and paving in the fall of this year. Committeeman Patrick Kennedy wanted to discuss other road problems at a workshop meeting. Committeeman Kennedy is concerned that half of the funds (for road improvement in the bond anticipation note) will be for Marion Hills roads. Committeeman Kennedy said, We have three years to spend money ($450,000), I dont want to spend that kind of money and wind up with no state aid. Deputy Mayor Johnson responded Its time, this year, not next year. The official said he does not want to delay another three weeks (the next workshop meeting is August 5). The Deputy Mayor feels that the longer the Township Committee delays, the longer it will be for bids to be sent out and contracts awarded. Committeewoman Nancy Morrow asked, What is the next step? Mayor Kenneth Inman stated, I dont have a problem with Provinceline Road; it is not on the DOT list. Traver mentioned that Costs will decrease if two projects are handled at one time rather than one project. Committeewoman Morrow said Marion Hills is the oldest development in township it is at the top of our priority list. Deputy Mayor Johnson asked Traver if we waited three weeks, can we get paving in the fall? Traver answered Probably, the impact is weather. Deputy Mayor Johnson than suggested, How about if we start now and, in three weeks, we can stop if we disagree. Committeeman Kennedy responded, Whatever you want to do. Deputy Mayor Johnson wants to begin necessary work on Marion Hills and Provinceline Road projects. He would also like to discuss the road projects at the next meeting. A vote was taken on commencing work for the road projects. The North Hanover Township Committee (NHTC) approved of the vote (with Kennedy opposing Marion Hills project and supporting Provinceline Road project.) Traver also updated the NHTC on the septic system at the Firehouse. It is 80% complete. The Burlington County Health Department must approve of the septic system prior to any work. Traver mentioned that the bid should be below the quote of $12,800. In addition, he would seek out any interested local contractors. Committeeman Kennedy hoped the County Health Department would be completed by the end of August so construction could begin in September. Traver also updated the NHTC on the Small Cities Grant Applications. A few things have to be done then everything can be mailed tomorrow tonight. Nicholas Costa, Solicitor for North Hanover, updated the NHTC on his work. Costa mentioned the Interlocal services agreement with Burlington County for the proposed tower. (Burlington County approved telecommunications antenna in North Hanover; the township would like to obtain rights to the hook-up.) In addition, a survey needs to be done on the PEMSCO property (about 40 acres). The NHTC approved the survey job on the PEMSCO property. In other news, the NHTC accepted reports on the agenda. The bills from the bills list were approved as well as four add-on bills. Ordinance 1999-7 was introduced. This ordinance amends Ordinance 1998-9 regarding use of the Community Center. As per Elaine Hinkle, Township Clerk, it basically clarifies use of the Community Center. It will be for not-for-profit organizations, not for commercial activities. In correspondence, Township Clerk Hinkle read a note from the Burlington County Fire Academy thanking Chief Gindlesberger (of Jacobstown Fire Company) for supplying a pumper to their program. In committee reports, Deputy Mayor Johnson discussed quotes received for painting community center. A quote was received from J & B Painting (amount $2,950.00) with no required deposit. The NHTC awarded contract to J & B Painting providing they have appropriate certificate of insurance. Committeeman Kennedy discussed planning board issues. In terms of capital improvements projects, apparently the planning board made Few comments, no recommendations for changes, they want to move forward. The committeeman also mentioned that the township decided not to purchase Lucar Software. The planning board however asked the township to reconsider and purchase it. Kennedy continued, I think it is a good idea, there is money in the budget for software. In addition, there would be flags in the system for subdivisions. The software would benefit the change in (planning board) personnel. Mayor Inman commented Planning and Zoning Board would benefit. Committeeman Kennedy also recommended to the NHTC that it respond to all Planning Board queries. Apparently, the Planning Board Chair had never received an answer to the Lucar Software purchase when the NHTC decided against the purchase originally. Committeeman Kennedy would report the committees answer at the next Planning Board meeting. The townships recreation committee meets in September. Noted was that the replacement of backstops has already begun. Committeewoman Morrow mentioned that the township police department received only two applications for a part-time police officer. The township Police Chief would like to readvertise the position. Playground equipment has been ordered and is expected to arrive some time next month. Mayor Inman stated Plans for its building is underway. Id like to thank the hard work and effort on Patrick Kennedys part. With. any luck at all, we will be breaking ground in September. Deputy Mayor Johnson added. The timing is good. Dates to remember in 1999: July 24 (Trenton Thunder); July 21 and July 28 (Family Nights); August 25 (Coaches Clinic at 6:30 p.m.); and August 10 (Bid Opening Building Additions). Committeeman John Kocubinski did not attend the Township Committee meeting due to work. August meetings of the NHTC will be held on Thursday, August 5, August 12, and August 19, at 7:30 p.m. Meetings will be located in the municipal building. |
